Senate passes new property tax relief ballot proposal

TALLAHASSEE: A leaner, simpler property tax relief plan has cleared the Senate and is awaiting final action by the House.

The proposed state constitutional amendment would increase exemptions for primary homes, known as homesteads, for an average estimated savings of $240 a year per taxpayer.

Also, for the first time it would cap assessments on other properties - businesses, second homes and rentals.

A "portability" provision would let homesteaders take at least part of the benefits they get from the existing Save Our Homes assessment cap with them when they move.

The House now faces little choice but to take the proposed compromise or leave it.

The Senate passed the measure 35-4 then voted 37-2 to put it on the January 29th ballot.

WCI announces massive layoffs

LEE COUNTY: One of Southwest Florida's largest companies, WCI Communities, announced on Tuesday that it will be laying off hundreds of employees to make up for losses caused by the soft real estate market.

The builder's restructuring will affect all levels of the company. WCI plans on eliminating about 575 jobs, which is expected to create and annual savings of approximately $46 million in salaries and benefits.

The company will still have a workforce of roughly 2,100, but that is a 46 percent reduction from its peak employment in mid-2006 of 3,889 people.

"This prolonged downturn requires that we continue to assess our overhead and make reductions in order to remain viable through the trough of this cycle. We have been fortunate to retain the talent needed to navigate this tough time in the industry, and we believe we have the key leaders in place to respond to increased demand—whenever that may occur," said Jerry Starkey, who is President and CEO of WCI.

The company's board of directors has also agreed to significantly reduce its pay.

March authority seeks court's clarification of Tesco ruling

The March Joint Powers Authority should know by Monday what judgment awaits it after a Riverside County Superior Court judge ruled it erred in granting British grocer Tesco design approval to build a massive distribution center on the former March Air Force Base without its own environmental reports, said the Temecula lawyer representing the plaintiffs.

The Nov. 28 order suggests the March Joint Powers Authority will need to set aside its approval of the project until Tesco complies with the California Environmental Quality Act which typically involves conducting a lengthy environmental impact report.

The 820,400-square-foot Tesco distribution center, which employs 150 people, recently opened to serve about 15 Fresh & Easy Neighborhood Market stores in Southern California, Arizona and Nevada.

Without its original design approval, it's unclear if the distribution center could be forced to close while it conducts environmental reviews.

"I would assume that would follow as a natural consequence," said Raymond Johnson, who represented the plaintiff, Health First, a group he says is made up of several Riverside residents.

The March Joint Power Authority, made up of officials from Riverside County and the cities of Riverside, Moreno Valley and Perris, oversees development on the former March Air Force Base.

The group's general counsel, John Brown of Best Best & Krieger in Riverside, briefed the commission Wednesday morning in closed session.

On the same day, the authority asked the court to clarify its motion. A hearing is set forJan. 15.

"As a public agency we're of course disappointed that our environmental work of many years standing was not found adequate," Brown said Wednesday.

The March Joint Powers Authority conducted an environmental assessment of the former March Air Force Base in 1996 and a master environmental impact report for 2,300 acres of the area's total 6,500 acres was certified in 1999.

In 2003, the agency adopted its March Business Park specific plan for 1,290 of the 2,300 acres with an environmental plan for the Meridian park, where the Tesco facility recently opened.

The March Joint Powers commission applied those standards to the Tesco project but didn't require the British company to do an environmental review of its own.

"We are evaluating all of our alternatives," Brown said. "We did the very best we could to fully comply with the California Environmental Quality Act."

Fed move could help Inland housing market

The Federal Reserve surprised the financial world Wednesday by announcing a plan to inject cash into the international banking system to alleviate a severe credit squeeze that many believe could trigger a recession.

Coming on the heels of a quarter-point drop in the Federal Reserve's key lending rate Tuesday, the nation's economic policymakers want to include their counterparts in Europe, in what is seen as the biggest act of global economic cooperation since the aftermath of the Sept. 11, 2001, terrorist attacks.

Under the plan, the Fed said in a statement it would make up to $24 billion available to the European Central Bank and the central banks in Canada, England and Switzerland. It will also provide $40 billion to American banks through a series of auctions this month and in January.

The infusion of capital, the Fed hopes, will allow banks to loosen their lending requirements. Banks have been reticent to finance business investments in recent months because of the dramatic increase in foreclosures in this country, because many loans for new investment are backed by mortgages held by people on Main Street.

Inland Southern California saw 31,661 foreclosure-related filings in the third quarter, including defaults, foreclosure auctions and lender repossessions. That was one filing for every 43 households, more than four times the national average of one filing in 196 households.

Redlands-based economist John Husing said the Fed's plan to work in concert with European and Canadian banking systems could pay off for some Inland homeowners.

The rates for the majority of those who hold adjustable mortgages are tied to British bank rates, Husing said, and the infusion of money means the resets might not happen at a rate as high as it would be without the Fed's move.

He said the inclusion of foreign central banks underscores how serious Federal Reserve now views the meltdown of the subprime mortgage market.

"It's the issue we did not see," Husing said of the international credit crunch. "We thought that mortgages were all about the regional housing market. But, internationally, it's much bigger and much scarier."

As the subprime crisis worsens, Husing and other economists say the central banks of different countries stopped cooperating, because they didn't know where the situation was heading.

Analysts say this move is more likely to ease the credit squeeze than Tuesday's rate cut, which dropped the lending rate to 4.25 percent, the third quarter-point trim since September. Many were disappointed the Fed did not make it a half-point cut.

"I don't think (the Fed) really realized the extent the credit crunch would hinder the economy," said Mark Schniepp, a Goleta-based economist and author of the California Economic Forecast. "I think they should have lowered the interest rate sooner and could have lowered it more."

Schniepp said the Fed's action is largely symbolic but could help California consumers. Additional liquidity will free up money for the would-be borrowers, especially those seeking so-called "jumbo" loans, mortgages for houses priced higher than $400,000 that are too expensive to qualify for federally-backed mortgages.

Mike McDonald, president of Dollar Crises and Recovery Partners, a Palm Desert-based investment advisory firm, said this might help break the real estate logjam by convincing lenders that it's safe to free up some money. Banks will recognize the political pressure to avoid pushing the country into a recession, he said.

"Once the light shines on it they will do what has to be done," McDonald said. "A year ago it was not done. They never act before they're forced to act, it's just the nature of the beast.

"Now, it's a day late and a dollar short," McDonald said.

NNN Sells Camelot Plaza in Texas

Chief Investment Officer Jeff Hanson announced today that Triple Net Properties L.L.C. has sold Camelot Plaza In-Line Shops on behalf of tenant-in-common investors. No price or further details were disclosed.

Camelot Plaza In-Line Shops is an approximately 77,000-square-foot retail shopping center in San Antonio, Texas. Built in 1981, the property is situated on nearly seven acres and offers ample parking with a 473-space parking lot.

The plaza is located at the intersection of Walzem Road and Eagle Crest Boulevard, the prominent location offers strong customer traffic and convenient access to many retail establishments and restaurants. The property is currently leased to numerous tenants, including Blockbuster, Family Dollar, Aaron's Rents and H&R Block.

Camelot Plaza In-Line Shops, originally purchased in August 2001, was sold to Parkford Properties. Richard Walter of Faris Lee Investments was the broker in the transaction.

Triple Net Properties L.L.C. is now a wholly owned indirect subsidiary of Grubb & Ellis. Recently, both companies' shareholders approved their merger.
